Iran is ready to restart atomic negotiations with the United States provided that it is approached with "dignity" and "respect", Iran's top diplomat has declared.

The Iranian diplomat declared only diplomacy worked, and shared recent overtures had been made by go-betweens to resume negotiations with the US government. He asserted Iran had zero undeclared nuclear sites, and Iran could not yet permit the International Atomic Energy Agency to inspect struck enrichment centers for protective measures.

Navigating a Challenging Route

The foreign minister is navigating a challenging path since Iran does not want be seen to be acting from a position of disadvantage, and he emphatically stated that Iran had arisen stronger defensively and emotionally from the Israeli-US attack on its atomic facilities in June.

He was speaking at a security conference in Tehran where he restated that Iran had "an inalienable right to refine atomic fuel domestically that it will always maintain" – the primary cause of the deadlock in the prior discussions.

Previous Discussions Suddenly Terminated

The prior phases of discussions between the US and Iran were ended suddenly and acrimonious conclusion on 12 June when the Israeli government, with US support, attacked Iran's enrichment centers in a 12-day war that culminated with the American leader declaring the facilities had been obliterated. Following this, European countries employed their authority to reimpose UN-wide sanctions, but Iran insists they have not had a major impact.

Magic Solution Suggested

Iran's diplomats stated they felt they had achieved a "perfect agreement" to the uranium processing matter in previous talks, when it was agreed an Iran-based consortium with US participation could enrich uranium. Both sides would have been able to claim victory since domestic enrichment would have persisted and the US could be confident that Iran's nuclear programme was entirely non-military.

It had not been decided in the talks that Washington's technical specialists could operate inside Iran, but that was a logical implication of the cooperative offer. Representatives asserted repeatedly they had secured an understanding with the US representative the US official only for the arrangement to disintegrate due to "detractors in America".

Present Position

Tehran representatives declared the partnership proposal was now no longer available, but it seems highly likely the offer could be reintroduced in certain ways if negotiations resume.

The American leader recently said he had been getting signals that Iran desired to resume discussions, but in private Iran's diplomats state they are not yet receiving coherent offers from the United States either explicitly or from key regional mediators, such as Qatar, Egypt, the Omani authorities and the Saudi kingdom. The Tehran's diplomatic corps has been charged of inactivity in the face of Trump's direct instinctive approach, but Tehran says negotiations is not part of a performance.

Political Standpoint

In his remarks to the conference, intended to depict the US as a controlling nation that exploits the idea of international law, the foreign minister said the 12-day war demonstrated the conflict could not be ended by combat operations. He said the attacks started with a US demand for an unconditional Iranian surrender and ended with an unconditional call for a halt to hostilities.

Iran is certain the first strikes by Israel were carried out with total Washington understanding and coordination, making confidence challenging to restore.

Negotiations Continues the Ultimate Resolution

The foreign minister stated: "Tehran was not the one that had fled dialogue; it was the United States and the Western nations that had always tried to dictate their will during the talks. Diplomacy can still be active and stays the ultimate resolution to address disputes, but its requirements, rules and fundamentals must be followed."

"In case they talk to the citizens of Tehran with the approach of dignity and respect, they will get a response in the equivalent tone."

Repair and Reconstruction

In what is characterized by Iranian officials as the struggle of restoration and recovery, the foreign minister stated he was assured Iran's security strengths "are much stronger than prior to 13 or 14 June of this year. Every aspect of our defense have been restored. We acquired multiple understandings from this conflict; we have come to know our personal limitations and the vulnerabilities of the opponent."

He continued: "We successfully passed this war. Our atomic expertise, which they intended to eliminate, remains in place. The sites and equipment, if eliminated, will be restored; what is essential is the will of the citizens of Tehran and then the national cohesion that they targeted, but failed to destroy. The nation of Iran have become more resilient, more cohesive, and more supportive of the administration and the nation in the face of this attack."
